Cognitive assessment follows a diagnostic hierarchy — not a checklist. Foundation signals must be evaluated before higher-tier measures carry full meaning. A deficiency at the base silently undermines everything built above it: training a motor response on top of an unaddressed visual processing gap is wasted effort.
